Saudi Arabia's Regional Headquarters program went into effect January 1, 2024, requiring multinational companies doing business with the Saudi government above SAR 1 million in annual contracts to establish a Regional HQ in the Kingdom. By 2025 the Saudi Ministry of Investment had licensed over 600 RHQ entities across sectors from consulting to cloud to industrial.
